According to the abstract* released by the U.S. Patent & Trademark Office: "A trash receptacle comprising an independent frame assembly, wherein the independent frame assembly has at least two parallel bars, wherein the bars are structurally configured to receive and dispense bags; and a clip mechanism located at the free non-affixed end of each bar, wherein each clip mechanism is configured to receive a bag so that the bag is pinched by the clip mechanism and the clip functions to prevent the bag from sliding off the bars or from collapsing inward.
