WASHINGTON, Dec. 29 -- United States Patent and Trademark Office has issued a proposed rule called: Required Use by Foreign Applicants and Patent Owners of a Patent Practitioner.

The proposed rule was published in the Federal Register on Dec. 29 by John A. Squires, Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office.
