WASHINGTON, July 1 -- Pipeline and Hazardous Materials Safety Administration has issued a proposed rule called: Pipeline Safety: Rationalize Special Permit Conditions.
The proposed rule was published in the Federal Register on July 1 by Benjamin D. Kochman, Acting Administrator.
Summary: PHMSA is proposing to clarify that the conditions in a special permit must relate directly and substantially to the requirement in the Federal Pipeline Safety Regulations that an applicant is seeking to waive.
