The rule was published in the Federal Register on Dec. 3 by Ben H. Owens, Acting Regional Director, North Atlantic-Appalachian Region.
Summary: We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), approve in part an amendment to the West Virginia regulatory program under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act).
