U.S. Senators Lisa Blunt Rochester (D-Del.) and Roger Wicker (R-Miss.), both members of the Senate Environment and Public Works Committee, introduced the Unincorporated Partnerships for Grant Resources, Assistance, and Drinking Water Enhancements (UPGRADE) Act.
