WASHINGTON, Aug. 22 -- Federal Communications Commission has issued a proposed rule called: Protecting Consumers From Unauthorized Carrier Changes and Related Unauthorized Charges: Truth-in-Billing and Billing Format.

The proposed rule was published in the Federal Register on Aug. 22 by Marlene Dortch, Secretary.
