The rule was published in the Federal Register on May 19 by Peggy M. Britton, Captain, U.S. Coast Guard, Captain of the Port Sector Virginia.

Summary: The Coast Guard is establishing a special local regulation for certain waters on the York River in Yorktown, VA. This action is necessary to provide for the safety of life on these navigable waters during an annual high-speed boat race.
