The rule was published in the Federal Register on June 23 by Peggy M. Britton, Captain, U.S. Coast Guard, Captain of the Port Sector Virginia.
Summary: The Coast Guard is establishing a temporary special local regulation for certain waters on the Western Branch of the Elizabeth River in Portsmouth, VA. This action is necessary to provide for the safety of life on these navigable waters during a high-speed boat race. This rulemaking would prohibit persons and vessels from entering the regulated area unless authorized by the Captain of the Port, Sector Virginia or a designated representative.
