The rule was published in the Federal Register on April 3 by F.J. DelRosso, Captain, U.S. Coast Guard, Captain of the Port Sector Charleston.

Summary: The Coast Guard is establishing a temporary security zone for navigable waters of the Cooper River, in the vicinity of the Arthur Ravenel Jr. Bridge, near Charleston and Mount Pleasant, South Carolina.
