The rule was published in the Federal Register on Jan. 22 by T.H. Bertheau, Captain, U.S. Coast Guard, Captain of the Port Sector Corpus Christi.
Summary: The Coast Guard is establishing a temporary safety zone for navigable waters of the Rio Grande River.
