The rule was published in the Federal Register on Oct. 2 by Jonathan A. Andrechik, Captain, U.S. Coast Guard, Captain of the Port, Sector New York.
Summary: The Coast Guard is establishing a temporary safety zone for navigable waters of the Upper Bay in New York Harbor in the vicinity of Ellis Island Liberty Island, NJ.
