Telangana Fisheries Development Corporation Chairman Mettu Saikumar came up with the creative gesture to honour the Chief Minister, who turned 57. The portrait, made entirely of rice grains, was presented as a token of gratitude for the state's initiative to ensure food security for underprivileged families.
