Malappuram, May 11 -- A Facebook post by Tirur Sub Collector Dileep Kainikkara has triggered debate in Kerala's administrative and policy circles after he outlined an ambitious set of reform ideas, including the proposed division of Malappuram district, changes in retirement age norms, and the promotion of a nightlife economy to boost tourism and services.

Highlighting district reorganisation as a key reform priority, the officer argued that excessively large districts create administrative difficulties and reduce public access to government services.
