Hyderabad, Dec. 12 -- The Telangana State Human Rights Commission (TGSHRC) has held the Government Tribal Welfare Residential Hostel in Khammam and supervising Tribal Welfare officers responsible for the custodial death of 10-year-old Devath Joseph, citing "gross negligence" in their duties.
In a significant order issued on December 5, 2025, in HRC No. 4543/2021, Commission Chairperson Justice Shameem Akther noted the vulnerable circumstances of the child's mother, who is deaf and mute, earns irregular wages, and is the sole caregiver for her daughter and elderly mother-in-law.
