Hyderabad, Aug. 25 -- The Telangana Human Rights Commission (TGHRC), chaired by Justice Shameem Akhtar, has come down heavily on two private colleges for unjustly withholding the original certificates of students, terming the practice a violation of the right to education under Article 21 of the Constitution.

In the first case, Gautami Degree College, Balanagar, was found to have withheld the Transfer Certificate (TC) and other original certificates of a BBA graduate on the pretext of pending government scholarship reimbursement.
