Nizamabad, Feb. 16 -- Telangana Minister for Irrigation and Civil Supplies and senior Congress leader N Uttam Kumar Reddy on Monday described the Congress party's sweeping victory in the recent municipal elections as a "referendum" on the government's welfare-oriented and inclusive governance, while terming it a clear rejection of the BJP's attempts at religious polarisation in North Telangana.
