Srinagar, July 15 -- Chief Minister Omar Abdullah today said someone has to be held responsible for the intelligence failure which led to April's Pahalgam attack which killed 26 people.

Reacting to a statement by Lieutenant Governor Manoj Sinha-who termed the incident a grave security lapse and took personal responsibility-Omar said such a major attack could not have occurred without a serious breakdown in the system.

"We know there must have been a failure; otherwise, such a big attack would not have happened," Omar told reporters in Srinagar.
