New Delhi, Aug. 21 -- The Supreme Court today asked the Union government whether courts must remain powerless if a Governor indefinitely withholds assent to a bill passed by an elected legislature.
The question came during hearings on a Presidential Reference under Article 143 concerning the powers of Governors and the President in dealing with state bills.
A Constitution Bench led by Chief Justice of India B.R. Gavai and comprising Justices Surya Kant, Vikram Nath, P.S. Narasimha, and Atul S. Chandurkar is examining the reference, which was sent by President Droupadi Murmu after the Court's April ruling that prescribed timelines for constitutional authorities to act on bills.
