Palampur, Aug. 18 -- Former Chief Minister and Union Minister Shanta Kumar on Monday said it was unfortunate that the Supreme Court of India was compelled to intervene in the matter of stray dog attacks due to the negligence of both the government and society.
He said that perhaps no writer or poet could have imagined that the country's Apex court would one day be forced to deliberate on incidents of stray dog bites. "I am using the word negligence (nalaayaki) with full thought. It is shameful that the cries of lakhs of victims, especially children, went unheard by both the government and society, leaving the Supreme Court to take suo motu cognisance," he added.
