Shimla, March 12 -- A complex situation is emerging in Himachal Pradesh over the conduct of urban local body elections, with the State Government and the State Election Commission (SEC) appearing to be on different pages regarding delimitation of municipal wards and elections in newly created urban bodies.

The State Election Commission on Thursday initiated the process of ward delimitation in select town areas following the expansion for creation of urban local bodies, a necessary step before municipal elections can be conducted.
