Srinagar, July 10 -- The ruling National Conference has written to the district magistrate Srinagar seeking his permission to the "martyrs" graveyard at Naqshband sahib in old Srinagar on July 13 to pay tribute to 22 Kashmiri civilians who were killed by Dogra troops on that day in 1931.

In a formal letter to DM Srinagar on July 8, National Conference general secretary Ali Mohammad Sagar said that Jammu and Kashmir National Conference is observing 'Martyr's' day on July 13, as usual.
