Siwan, June 20 -- Prime Minister Narendra Modi on Friday charged that both the Congress and RJD had kept Bihar a backward state, when they were in power while his government was making all efforts to make the state a growth engine of India.

Modi, while addressing a public meeting here, said that both RJD and Congress were in power for a long period in Bihar, but they did not make any effort to accelerate the pace of development and improve the condition of the people of the state. Leaders of both the parties were concerned only with the development of their own families, he stated.
