Chandigarh, Oct. 29 -- Punjab Congress president Amarinder Singh Raja Warring cautioned that Punjab was steadily descending into lawlessness and anarchy, with rising incidents of extortion and killings across the state.

He alleged that criminals and gangsters were operating fearlessly, creating an atmosphere of terror reminiscent of the state's dark days of militancy.

Speaking to reporters during the Mansa bandh, called in to protest against the firing on a local shopkeeper, Warring claimed that law and order in Punjab had completely collapsed as both the government and police had failed to act.
