Patna, July 17 -- Accusing Bihar government over its failure to control crime, Independent MP from Purnia, Rajesh Ranjan alias Pappu Yadav, today alleged that there was complete breakdown of law and order in the state and demanded immediate imposition of President's rule in the state.
