Bhubaneswar, March 12 -- Former Chief Minister and Biju Janata Dal (BJD) supremo Naveen Patnaik expressed his delight on Thursday as Odisha emerged as the top performer in NITI Aayog's Fiscal Health Index for 2023-24.
