Members of the BJD and Congress created a ruckus from the very start of the Question Hour, demanding the resignation of Health Minister Mukesh Mahaling and raising concerns about hospital safety across the state.
Holding placards and shouting slogans, they stormed into the well of the House and continued their protest near the Speaker's podium.
