Shillong, April 28 -- Meghalaya Chief Minister Conrad Sangma on Monday congratulated former Union Public Service Commission (UPSC) Chairman and renowned historian, Prof. David Reid Syiemlieh on being awarded with Padma Shri, one of the highest civilian awards of the country.

Prof. Syiemlieh was awarded the prestigious Padma Shri by President Droupadi Murmu at a glittering ceremony held at Rashtrapati Bhavan, New Delhi, on Monday for his outstanding contributions to Literature and Education.
