Chennai, Sept. 29 -- Admitting that the devasting Karur stampede that claimed41 innocent lives was a 'major'' and unprecedented' tragedy that should not recurin future, Tamil Nadu Chief Minister and DMK President M K Stalin today saidthe state government would soon frame guidelines for public events to be stagedby political parties and other organisations.

The Karur incident was a "major tragedy," an "unprecedented tragedy," and one that"should not recur," Mr. Stalin said.

He recalled his visit to Karur Government hospital where he paid homage to thebodies of the deceased and met the injured undergoing treatment and said hisheart was very heavy and that he still could not get over the incident.
