Chandigarh, Nov. 15 -- Bringing closure to a legal battle that stretched over two decades, the Punjab and Haryana High Court has cleared the path for Haryana engineer Shakti Singh to finally join the Haryana Civil Services (HCS).
Singh, now 42, currently serves as a Regional Officer with the Haryana State Pollution Control Board and had first appeared for the HCS (Executive Branch) examination back in 2004.
Singh's name was recommended for appointment by the Haryana Public Service Commission (HPSC) after the 2004 examination held during the Chautala administration. However, the process came to a halt when the Model Code of Conduct was enforced before the 2005 Assembly elections.
