Shimla, Dec. 27 -- : Former Deputy Mayor of Shimla, Tekinder Panwar, has written an open letter to the Chief Minister, urging the state government to issue immediate instructions to all Deputy Commissioners to identify areas affected by illegal dumping of construction muck and to assess the flood and landslide risks arising from such activities across Himachal Pradesh.
In the letter, Panwar said that despite the Disaster Management Act, 2005, being in force and repeated flood disasters witnessed in 2023 and again in 2025, the unscientific dumping of construction debris into rivers, khads, canals, and natural drains continues unabated.
