Shimla, Jan. 9 -- Himachal Pradesh High Court has expressed strong displeasure over the slow and inadequate expansion of basic infrastructure at the Atal Institute of Medical Science Super Speciality at Chamyana in the suburban area of this town, observing that essential civic facilities continue to remain deficient even after the institute has begun functioning.
