Shimla, July 10 -- A major tussle has erupted between the State Election Commission (SEC) and the Himachal Pradesh Urban Development Department (UD) over the preparation of reservation rosters for the upcoming Urban Local Body (ULB) elections.
The controversy has thrown the entire delimitation and reservation process into uncertainty just days ahead of the July 11 and July 15 deadlines for municipal councils and corporations, respectively.
Two months ago, the SEC had issued detailed guidelines to all Deputy Commissioners, directing them to carry out delimitation and prepare reservation rosters for 68 municipal bodies by July 11 and for five municipal corporations by July 15.
