Shimla, July 3 -- The Himachal Pradesh High Court expressed strong dissatisfaction over the affidavit filed by the Deputy Commissioner of Bilaspur in a public interest litigation concerning unauthorized constructions on land falling under the National Highways Authority of India (NHAI) jurisdiction.
The division bench comprising Chief Justice GS Sandhawalia and Justice Ranjan Sharma, while hearing CWPIL No. 4 of 2024 (Madan Lal vs Union of India), noted on July 1 that the affidavit of June 28, 2025, lacked crucial details, including the identity of the encroachers, the nature and age of the encroachments, and their impact on the new highway project.
