Shimla, Dec. 26 -- Himachal Pradesh High Court has directed the Indian Army to ensure that casual paid labourers engaged by the Border Road Organisation are provided adequate winter clothing, basic amenities and appropriate relief during the harsh winter season, observing that such facilities are necessities and not luxuries.

The directions were issued by Justice Ajay Mohan Goel on December 22 in a two-page order while hearing a petition filed by the Deepak Project Workers' union against the union of India. The matter relates to the working conditions of casual paid labourers (CPLs) deployed between Powari and Samdo in Kinnaur district, one of the most inhospitable border terrains in the country.
