Ranchi, July 15 -- Jharkhand Governor and Chancellor of State Universities, Santosh Kumar Gangwar today addressed the fifth graduation ceremony of Marwari College, here, urging students to view their academic degrees not merely as qualifications but as the beginning of lifelong responsibility.
