Shimla, Jan. 12 -- Residents of the state capital have expressed growing resentment over the erratic functioning of the online garbage billing portal, which has remained largely non-functional for the past two months, resulting in delayed payments, mounting arrears and heavy penalties.
The city has approximately 57,280 domestic and 9,730 commercial consumers who are required to pay monthly garbage collection charges according to rates set by the civic body. However, frequent technical glitches following the recent shift to a new online portal disrupted the billing process.
Several consumers complained that bills were not generated or delivered, while others alleged that advance bills were issued without justification.
