Chennai, Nov. 20 -- In a balancing act, the Constitution Bench of Supreme Court making it clear that Governors could not indefinitely sit on Bills while declining to set a time line for either the President or the Raj Bhavans, has been welcomed by theruling DMK, which claimed it as a victory.
