Aizawl, March 29 -- Persistent delays in the issuance of Protected Area Permits (PAPs) for foreign nationals have led to growing concern among security agencies in Mizoram, with officials pointing to an emerging grey zone that has enabled several foreigners to enter the state without the mandatory clearance.

A senior state Police official today said the prolonged processing time for PAPs has prompted many foreign visitors to seek informal clearance from Ministry of Home Affairs (MHA) officials stationed in the state, allowing them to proceed with travel plans even before formal approval is granted online by the Foreigners Regional Registration Office (FRRO).
