Nagpur, Oct. 5 -- Maharashtra Congress president Harshwardhan Sapkal today launched a scathing attack on union Home Minister Amit Shah, alleging that he functions as the "superchief minister" of Maharashtra and controls all major decisions of the state government.

Speaking at a press conference here, Sapkal claimed that the state's administrative power lies entirely in Shah's hands from deciding which political parties to split and which leaders to switch sides, to determining which schemes are approved.
