Bengaluru, April 30 -- The Congress is a party without a head, and its recent portrayal of Prime Minister Narendra Modi as "headless" only underscores its own leadership vacuum, BJP leader Chalavadi Narayanaswamy said on Wednesday, in a sharp political broadside against the grand old party.
