New Delhi, Dec. 31 -- The Delhi Pradesh Congress Committee (DPCC) on Wednesday alleged that Chief Minister Rekha Gupta was issuing threats to Resident Welfare Associations (RWAs) and housing societies.

DPCC president Devender Yadav referred to a recent order of the Delhi government that makes RWAs accountable for open garbage burning in their areas, with provisions for an immediate fine of Rs 5,000, describing it as a "Tughlaqi farman".

He said instead of strengthening RWAs, which he said were partners in development under the Congress' 'Bhagidari Scheme', the current BJP government is threatening them.
