Shimla, Dec. 31 -- The Congress-led Sukhu government has run into a significant legal and administrative roadblock in its attempt to fill key regulatory positions in the power sector, with the appointment of the Chairman of the Himachal Pradesh State Electricity Regulatory Commission (HPSERC) remaining stalled and collateral pressure mounting on the proposed appointment of an Ombudsman in the Authority.
