Chennai, Aug. 26 -- Tamil Nadu Chief Minister M K Stalin today said the rulingCM's Breakfast Scheme of ruling DMK's Dravidian Model Government for studentsof Classes 1 to 5 in government and aided-primary schools in rural and urban areaswas not an expenditure but a social investment.

Speaking after expanding this pioneering initiative to government-aided primaryschools in urban areas in the presence of his Punjab counterpart Bhagwant Mannas the Chief Guest, Mr Stalin the scheme was being implemented with an annualbudget allocation of Rs 600 crore.

"I will not term it as an expenditure...It's a super social investment", he said.
