Dharamshala, Dec. 20 -- Senior BJP state spokesperson Trilok Kapoor on Friday accused the Congress-led Himachal Pradesh government of neglecting Kangra district, citing the Himachal Pradesh Human Development Report 2025 to allege political discrimination and declining development indicators.

Referring to the report released by Chief Minister Sukhvinder Singh Sukhu on October 27, 2025, in Shimla, Kapoor said Kangra has slipped to the bottom among all 12 districts of the state, ranking 12th on the Human Development Index (HDI) with a score of 0.695. "In contrast, districts like Solan and Lahaul-Spiti have recorded significantly higher development indicators," he added.
