Patna, July 19 -- Bihar has emerged as a national model for women empowerment, said Union Panchayati Raj Minister Rajiv Ranjan Singh alias Lalan Singh adding that the strategic empowerment of women folk has helped in attaining an impressive growth rate of 9.2 percent placing the state among the top three fastest-growing states in the country.
