Shimla, Feb. 19 -- Himachal Pradesh Chief Minister S S Sukhu stated in the assembly on Wednesday that provision of RDG, besides being a constitutional right, is a need of non-revenue surplus states in the country.
He was replying to a three-day-long debate on the discontinuation of Revenue Deficit Grant (RDG) in the Himachal Pradesh Assembly, Chief Minister Sukhu asserted that the state has a constitutional right to seek devolution from the Consolidated Fund of India if it is not revenue surplus.
