Shimla, Dec. 25 -- Citing scarce government resources and the onset of an extreme cold wave, the Shimla district administration has made a strong appeal to owners of stray cattle to readopt their livestock, warning that abandoning animals once they turn dry or economically unviable is both cruel and socially irresponsible.

Deputy Commissioner Shimla Anupam Kashyap made a passionate appeal during a meeting here recently "livestock is part of the region's cultural and rural heritage and should not be left to fend for itself on roads during winter".

He observed that stray cattle face a serious risk of cold-related deaths and frequently cause road accidents, endangering both animals and commuters.
