Patna, Nov. 6 -- A voter turnout of 13.13 per cent was recorded across Bihar till 9 am today as polling for the first phase of the Bihar Assembly elections is underway amid tight security arrangements in 121 constituencies, according to data released by the Election Commission of India.
The highest voter turnout of 15.27 per cent was registered in Saharsa district, while Patna recorded the lowest turnout at 11.22 per cent, according to the Chief Electoral Officer (CEO).
