India, July 27 -- Key policymakers say that a small cabal of pro-Pakistan elements still exists within the US Government. This includes US Ambassador to Afghanistan, Zalmay Khalilzad. They have been suggesting to the White House that 'the key to Pakistan's sincere cooperation with the US in Afghanistan is through India being made to make concessions on Kashmir'.
