Thimphu, Nov. 11 -- The conspirators behind the Delhi car blast will not be spared as the probe agencies investigating it will get to the bottom of the case to bring those responsible for it to justice, Prime Minister Narendra Modi said on Tuesday.

In an address at an event at Changlimethang Stadium to mark the 70th birth anniversary of Bhutan's former king Jigme Singye Wangchuck, Modi said he came to Thimpu with a "heavy heart" in view of the incident in Delhi.

The prime minister said throughout Monday night, he was in touch with the probe agencies investigating the blast. Thirteen people were killed on Monday evening after a car exploded near the Red Fort.
